Leadership Team

James R. Fei

Chairman and Chief Executive Officer
Mr. Fei serves as Chairman and Chief Executive Officer. His primary responsibilities include managing the company and developing the company’s strategic business focus.

Prior to incorporating Life Cycle Engineering, Inc. (LCE) in 1976, he worked at the Mare Island Naval Shipyard, the Pearl Harbor Naval Shipyard and the Naval Sea Systems Command in Washington, D.C. Mr. Fei received a Bachelor of Science in Mechanical Engineering from the University of Southern California and a Master of Science in Ocean Engineering from the University of Hawaii. Mr. Fei is a Professional Engineer registered in several states.

Bob Fei

President
Mr. Fei serves as President of Life Cycle Engineering. He is responsible for day-to-day operations of the company.

Prior to joining LCE in 2002 as a Reliability Solutions Consultant in the Reliability Consulting Group, Mr. Fei worked as a consultant, manager and business analyst at companies including Ernst & Young, Anderson Consulting (now Accenture), and Niku Corporation (now part of Computer Associates.)

Mr. Fei received a Bachelor of Mechanical Engineering from the Georgia Institute of Technology and a Master of Science in Industrial and Systems Engineering from the University of Southern California. Mr. Fei is a Professional Engineer registered in South Carolina.

Michael E. Schwartz

Senior Vice President and Chief Financial Officer
Mr. Schwartz serves as Senior Vice President and Chief Financial Officer of Life Cycle Engineering. His responsibilities encompass all financial operations of the company including accounting, contracting, purchasing, legal and information technology.

Prior to LCE, Mr. Schwartz served as an officer in the United States Air Force, worked in public accounting, and served as the controller for State Hotel Supply in New Jersey. Mr. Schwartz received a Bachelor of Science in Business Administration from The Citadel and a Master of Accountancy from the University of South Carolina. He is a member of the American Institute of CPAs, the North Carolina Association of CPAs, and is a Certified Financial Planner.

Steve Amell

Senior Vice President, Government Sector Business Development
Mr. Amell serves as Senior Vice President and manages business development for Life Cycle Engineering’s (LCE) government sector business. He has primary responsibility for identifying business opportunities, developing bid strategies, and winning new procurements with either new or existing customers.

Mr. Amell has more than 29 years of experience in marine engineering, including serving as Director of LCE’s U.S. Navy Surface Ship Programs. Prior to LCE, he was a Senior Engineer at Charleston Naval Shipyard, providing support for Submarine and Surface Ship Overhaul and Modernization availabilities. Mr. Amell received a Bachelor of Science in Mechanical Engineering from the University of South Carolina.

David C. Johnson

Senior Vice President, Applied Technology Group
Mr. Johnson serves as Senior Vice President and manages the Applied Technology Group (ATG), which specializes in C4I systems development, integration, and information assurance for the Department of Defense and federal customers.  

Mr. Johnson has more than 16 years of progressive experience in technical and program management and has extensive knowledge of a variety of application, networking, hardware and security technologies. He received a Bachelor of Science in Computer Science and a Bachelor of Arts in Physics from the College of Charleston and is a graduate of the Senior Executive Institute.

Mark D. Petersen-Overton

Senior Vice President, Engineering Services Group
Mr. Petersen-Overton serves as Senior Vice President and manages the Engineering Services Group (ESG) of Life Cycle Engineering. His responsibilities include leading a team of superb engineers, highly skilled and experienced engineering technicians, logisticians, and program support experts who provide a full range of services for all of our customers across the government sector.

Mr. Petersen-Overton has more than 30 years of leadership and management experience in the marine industry. Prior to joining LCE, he served on active duty in the U.S. Navy as the Assistant Chief of Staff (ACOS) for Ship Material to the Commander Naval Air Forces (CNAF) in San Diego, CA. Mr. Petersen-Overton holds a Bachelor of Science in Marine Science from the University of South Carolina and a Master of Science in Mechanical Engineering from the U.S. Naval Postgraduate School, Monterey, CA. He is also a graduate of the Senior Executive Institute (SEI).

Mark Ruby

Senior Vice President, Reliability Consulting Group
Mr. Ruby serves as Senior Vice President and manages the Reliability Consulting Group, which helps public and private enterprises improve performance by implementing Reliability Excellence (Rx) best practices.  

Mr. Ruby has over 20 years of financial and operational experience in manufacturing environments within multiple industries. Prior to joining Life Cycle Engineering, Mr. Ruby’s experience included serving as a Senior V.P. Finance & General Manager for The Robert Bosch Corporation, with responsibility for Bosch’s largest manufacturing plant in North America. Mark holds a B.S. in Finance from The Ohio State University and an MBA from the University of Akron. He is also a certified assessor for the European Foundation for Quality Management (EFQM) Business Excellence Model.

Gregory G. Walls

Senior Vice President, Human Resources
Mr. Walls serves as Senior Vice President of Human Resources for Life Cycle Engineering. He is responsible for leading the HR organization, whose primary responsibilities include employee engagement, employee services, employee relations, employee development, performance management and recruiting.

Mr. Walls is an experienced human resources professional with both strategic and practitioner expertise developed over more than 25 years in human resources and manufacturing operations. Mr. Walls’ experience includes managing the human resources function and various human resources initiatives for Robert Bosch Corporation, plus participating in the startup and operations of a manufacturing facility for Digital Equipment Corporation. Mr. Walls holds a Bachelor of Science in Business Administration from Clemson University.
